It was Ulysses S. Grant because his presidency from 1869-1877, he had the most amount of scandals than any other president in U.S. history. The Crédit Mobilier was the most famous of all of his scandals, and this exposed to the public in 1872. The Whiskey Ring Scandal exposed in 1875.
